Pensioners should continue to pay National Insurance in order to fund employment schemes for young people, a campaign organisation has proposed.

The idea is one of six suggested by United for All Ages, to give children a good start in life, reduce youth unemployment, support families with childcare and care of the elderly and enable older people to play a fuller role in society.
The "next generation" fund, financed by the additional National Insurance payments would help young people into work, with a focus on employment in care, health, education, transport and housing.
Additional programmes, including a lifelong care policy, education and volunteering opportunities to nurture young people’s skills, early intervention for struggling families and mentors for troubled children, would be funded by other tax-raising methods.
This would include raising the income tax threshold to £10,000 with a higher rate of tax for those earning more than £1m each year, a "mansion tax" on properties worth over £1m, creating a "care duty" on all inherited estates worth more than £25,000 and clamping down on tax avoidance.
Stephen Burke, director of United for All Ages, said wealth in Britain is increasingly concentrated in the hands of a few.
"This is having profound effects on relationships in our country, increasing tensions between people of different ages," he said. "It’s widely recognised that younger people, children and families have fared worst in austerity Britain.
"Using wealth is the key to unlocking our country’s potential and ensuring that all generations can contribute to and benefit from future success.
"Older people have much more they could contribute if they were encouraged; young people could do much more if they were given the chance; multigenerational families would do much more if they had the time, support and resources."
